How Auckland Transport digitised 85,000 parking permits – and left the paperwork behind

Challenge: Auckland Transport managed more than 85,000 parking permits a year through a manual, paper-based system that was slow, costly and frustrating for its community.
Solution: Auckland Transport introduced Orikan’s ePermits, a connected digital permit system that links every permit to a vehicle and lets people apply, pay and self-serve online.
Results: The new solution has reduced administrative burden and costs, sped up issuance, and eliminated permit fraud by linking each permit to its rightful holder.
Managing parking permits sounds simple, until you’re doing it at the scale of Auckland Transport. As the largest single local government entity in the Southern Hemisphere, Auckland Transport issues more than 85,000 parking permits to over 11,000 permit holders every year. Among them are residents, tradespeople, healthcare organisations and sports clubs.
For years, that volume ran through a manual, paper-based system. Applications were processed by hand. And every step depended on the time and availability of staff business hours. It was cumbersome, costly, and (for the community relying on it) slow.
Auckland Transport partnered with Orikan to change that. Working together, they replaced the entire process with a connected, digital ePermit system. Here’s how it came together, and what it delivered.
The challenge: a manual system straining under volume
Permit management has a lot of moving parts. Customer service, limited operating hours, document processing, data entry, printing, and postage. Each one adds friction, and at Auckland Transport’s scale, that friction compounded into real problems.
Auckland Transport set out with four clear objectives:
- Flexibility: a system that could adapt to the varied and changing needs of a genuinely diverse user base.
- Speed and transparency: faster issuance, and clarity for applicants on where their permit was up to.
- Lower costs: reducing the staffing, consumables and postage that manual processing demanded.
- Convenience: giving people the ability to serve themselves.
The approach: built with users, not just for them
Rather than imposing a system from the top down, Orikan collaborated with Auckland Transport and more than 22 different user groups to develop and refine the specification. That breadth of input mattered – a permit system has to work for a tradesperson, a resident and a sports club alike.
From there, the build followed a deliberate, iterative process. Auckland Transport simulated real-world use, and as new requirements or issues surfaced, they were folded back into development. After rigorous internal testing, the system went to a small CBD pilot for community testing. Here, the system was deliberately probed for weaknesses, like whether users could game the system, any business rules had been missed, and that the platform stood up to security penetration testing.
Only once the pilot proved successful did the rollout begin – staged carefully zone by zone, with each new zone trialled and refined before the next was switched on. It was a measured approach that kept control firmly in place as the system scaled across the city.
The solution: one connected digital ecosystem
The result is an online and mobile ePermit system that links every permit directly to a vehicle’s registration – and connects to the wider parking ecosystem around it. The ePermit system integrates with Auckland Transport’s identity management system, the AT Park digital payment and wayfinding app, and PinForce Mobile, Orikan’s handheld enforcement application.
That connectivity is what turns a digital form into a genuine transformation. Here’s what it delivers for each group:
For the community
- A self-service portal, accessible any time from desktop or mobile, to prepare, save, submit and track permit applications and existing permits.
- Easy access to support through online FAQs and help functions.
- The ability to manage visitor permits directly from the AT Park app.
People can now apply for and progress their own permits outside business hours, wherever they are, whenever suits them. No queue, no paperwork, no waiting on the post.
For Auckland Transport’s staff
- A secure client portal to manage permit issuing, administration and enforcement, with configuration, workflow, document management, financial management, and reporting and audit tools.
- Real-time visibility over permit data to support better, faster decisions.
- Integration with PinForce Mobile, so parking officers can check a permit’s status in real time, right when they’re assessing a potential infringement in the field.
The bigger win: fairness and fraud prevention
There’s a less obvious benefit to digital permits that matters enormously in busy urban areas: stopping permit fraud.
Where parking is scarce and valuable, permits are sometimes illegally bought or leased. It’s a practice that inflates the real cost of parking, eats into council revenue, and undermines fair access for the residents and workers who genuinely need it. Over time, it can also add up to millions of dollars in lost revenue. Traditional paper permits are vulnerable precisely because they’re hard to tie to a specific person.
Orikan’s ePermits solution closes that gap by linking each permit to an individual permit-holder and their matching vehicle licence plate. Digitised verification means an officer in the field can check a permit against its rightful holder in seconds – meaning a more secure and equitable system that is far harder to abuse.
The outcomes
By replacing paper with a connected digital platform, Auckland Transport achieved:
- Lower administrative burden, through automation and self-service.
- Real cost savings, by cutting paper, consumables and postage.
- Faster, more transparent issuance, with applicants able to track progress in real time.
- Stronger compliance, thanks to officers having real-time permit data in the field.
- Greater flexibility, with new permit types easy to introduce through configuration rather than rebuilds.
- A fairer system, with permit fraud designed out.
A model for permit management at scale
The Auckland Transport project shows what’s possible when permit management is rethought from the ground up. One that’s designed around the people who use it, connected to the systems around it, and rolled out with the care a city-wide change deserves.
For any council or government authority still wrestling with manual, paper-based processes, it’s a clear and replicable model: less admin, lower cost, a better experience for the community, and a system that’s fair by design.
